  2. In a pressure cooker (electric or stovetop), heat the oil and sauté the fennel seeds, bay leaf, cinnamon, cardamom, and cloves for a minute.
  3. Combine two green chilies, onions, and ginger garlic paste in a mixing bowl. Cook for 7-8 minutes, or until the onions are transparent.
  4. Cook for 5 minutes, or until the tomatoes break down somewhat, with the tomatoes, coriander powder, meat masala, and salt.
  5. Put the cover on and add the meat, potatoes, and two cups of water.
  6. Cook on high pressure for 20-25 minutes if using a stovetop pressure cooker (5-6 whistles).
